I haven't ever implemented PAL code, but if well thought out, it shouldn't add much more than a couple of conditionals to your TV loop. An extra dozen or so bytes of code??? I think if you avoid creating motion and gameplay timing from the fps you'd have no significant problem. Worst case, everything would run at 5/6th the speed of an NTSC version.
