IEEE's site (www.ieee.org) offers reprints of past articles not posted on
their Web site by e-mailing askieee@xxxxxxxxx
I just e-mailed there (I suspect it's an automated account, not one with a
real person reading), but I suspect it wouldn't be difficult to obtain
permission to post the article on a not-for-profit basis. After all, they
put their new stuff online -- giving away a 15-year-old piece can't hurt
them.
I'll keep everyone posted on what I hear.
