That's plenty for most 7800 games, and the 7800 cart port supports a lot more memory (and also has R/W, correct?) so you can put stuff in the carts if you want (like Pokey in Ballblazer). Some 7800 games are hundreds of K big because of the falling chip costs at the time, and this is with banking larger chunks (32k?) at a time than the 2600.
