[stella] 8K Cart question

Hello,

I have a quick sanity check I'd like to ask the list concerning building 8K 
carts using the F8 bankswitching scheme.

To build the cart using a PLD and an eprom, shouldn't the following setup 
be sufficient:

Eprom Data lines connected to 2600 data bus.
Eprom A0  (Address 0) through A11 connected to 2600 A0-A11.

PLD Generates Eprom OE and A12 as follows:

OE is active (low) when Atari 2600 A12  is high.
Eprom A12 is a flip flop with the following set and reset conditions:
        Set  when 2600 A12-A0 = 1FF9
        Clear when 2600 A12-A0 = 1FF8
