I guess this is why the Stella Programming Guide tells you to assume that the Atari starts up in a completely random state. Gotta follow the rules, Dan Oliver, where ever you are.
Isn't that also why "frying" works?

Well most games seem to work fine whatever the startup state of the registers and memory are. My guess is that "frying" messes up the program counter at startup, causing the Atari to start executing code at some random point.
