My two cents:
I don't like the idea of mixing register value constants with register name constants. VCS.H should only contain a *complete* set of register names, as definied in the Stella documentation. (BTW: What is at $285? TIMINT? It is missing in all include files I know and it's not documented, but DiStella knows it.)

And I'm used to UPPERCASE constants, like the register name constants. Underscores are fine to me. And the constants should (must?) be separated from VCS.H, since a lot of old code might become incompatible, and a lot of people (like me:) are used to their own constants.

Or create a new include file with a different name, but don't expect everybody to use it.
