[stella] PAL Marble Craze

I finally finished a PAL version of Marble Craze tonight.  If you have a 
Cuttle Cart and a PAL system, let me know if you find any problems.  It 
works well on my NTSC Atari and the colors look good in Z26.  I adjusted 
the velocity/acceleration tables and the timer so the game play is the same 
as the NTSC version.  The title song plays a bit faster and the other songs 
play a little slower, but IMO the new tempos are acceptable.
