Yes, but the idea is to keep costs as low as possible.

$5 per cart shell is a lot when you consider that you also have to buy and 
populate PCBs, labels, and manual.

I think the only really economical approach is to time game releases such 
that multiple developers can pool resources and make a group purchase at a 
lower cost.
