These are pretty much standard in PAL countries.  The SCART connector contains RGB signals, making the average european TV equivalent to a Commodore Amiga RGB monitor.

Only recently have US TVs started shipping with component inputs (for hookups to DVD players) but I don't think those are exactly the same as a DB9 RGB signal.
