Could you possibly try this code:
GetNextByte
jsr RandomByte ; get a random number
cmp #255-(149-9) ; within a range of 140 different numbers?
bcs GetNextByte
adc #149 ; shift it in place
No clue if it works, maybe just a silly idea...
(maybe bcc instead of bcs?)
