You don't *have* to explicitly state this, but you might as well: you're
going to get asked this question by your users, so you might as well put
the answer in the docs somewhere, preferably right in the README.txt,
so theoretically everyone will read it (most people don't read long
licenses that are full of legalese).
Hm, that's a pretty nasty run-on sentence there...
