The Planar Reflection BB works well only with true planes because it
duplicates the geometry and inverts it wrt the plane of reflection.
Place another plane just below the maximum distortion in your water and use
that as your reflecting plane instead. It won't be quite right but it may be
the best that you can accomplish without getting into some pretty detailed
modelling.
