[Virtools] under water scene? fog?

Hi there,

I want to create a underwater scene just like the one
attached. I used 'Volumetric Fog' to do it, but it
just changed the object color. Also, if there is no
object around (i.e., the sky), no fog at all. 

I really appreciate it if you could give me some tips.
