Hi Alex,
One way would be to just use regular fog effects for the scene instead of
volumetric fog and then:
1) place a plane in front of the camera (perpendicular to the FOV so that
you have to look through the plane to see the scene)
2) set the material to transparent
3) add a texture to the material that simulates the rays of light coming
through the troughs of the waves
4) use the Texture Sine BB to slowly distort the texture so that the rays of
light seem to move
5) adjust the transparency as you see fit.
