Why do you care about the prefix? You can use any prefix you like
you don't even have to use the same prefix within a given file.

<tex:stylesheet xmlns:css="http://www.w3.org/1999/XSL/Transform";
                xmlns:fo="http://www.w3.org/1999/XSL/Transform";
                xmlns:tex="http://www.w3.org/1999/XSL/Transform";
                version="1.0"
                >

<css:output method="xml" indent="yes"/>

<fo:template match="x"/>

</tex:stylesheet>

is a perfectly valid stylesheet, it doesn't do much though.
