I don't need html output : &lt;!NameFunction="Save"&gt;
I need html output       : <!NameFunction="Save"> 
it's a problem.

Your XSLT stylesheet is XML and XML doesn't allow exclamation marks in
element names. If your output isn't XML, use something in the lines of

<xsl:text disable-output-escaping="yes">&lt;!Name
Function="Save"&gt;</xsl:text>

if your engine supports disable-output-escaping.
