Your Elementname is $elemName an that is not a correct name.
The following will work
<xsl:variable name="elemName" select="@name"/>
<xsl:element name="{$elemName}"/>

I tried the followings, but failed.
...
<xsl:variable name="elemName" select="@name"/>
<xsl:element name="$elemName"/>
...
Is the variable not allowed for @name of xsl:element? Then, how can I
solve this?
