What's your pdf renderer? Isn't there an option for creating TOC or table of
pictures automatically? FOP for example has these options.

One possiblity is a 2-step-transformation:
1. Creating the huge xml-file from the little files via XSL.
2. Transforming this to XSL-FO.
or as you did it until now:
