Whatever you are using to read the file is incorrectly reading it as latin1, clearly if you read something in the wrong encoding you get essentially arbitrary junk displayed. You can use xsl:output to specify a different encoding if you wish, however note that every XML system will understand utf-8 but if you specify latin1 (iso-8859-1) then an XML system is allowed to reject the file.
