There is no way to have this kind of conditional page break in FO directly. It may be possible to define some dynamic area which blocks the space from the end of row 1 to the end of the page on which row 1 starts, but i havn't found a solution working with FOP for this. If you are using FOP, you could try to implement an extension element for your purpose, it shouldn't be all that hard.
