Yes.

a) Make a stylesheet to output XSL-FO description of the page: use XSLT to
choose, sort, format or structure your data;  build an fo:table for label
layout, with fo:table-cell(s) corresponding to the size of the labels;  pad the
cells to account for space around mailing data.

b) Submit to FO processor of choice.

c) print
