adding to what David said I had a need for a similar thing and looking 
in the list I came across another one of David's message here:

since you also want to copy attributes the final way to do it is :

<xsl:template match="text">
 <xsl:apply-templates mode="no-namespace-to-xhtml"/>
</xsl:template>

<xsl:template match="*" mode="no-namespace-to-xhtml">
<xsl:element name="{name()}" namespace="http://www.w3.org/1999/xhtml";>
 <xsl:copy-of select="@*"/>
 <xsl:apply-templates mode="no-namespace-to-xhtml"/>
</xsl:element>
</xsl:template>
