I have a text file containing malformed HTML text I want to import as CDATA into a template, to be called from my stylesheet. I just replied with methods that woul dproduce a node tree from that input but perhaps you want to _create_ output like <foo>...
....</foo> note that the usual advice with people on this list faced with input in that form is "don't start from there" so the option of making teh html well formed and including it as elements has real advantages, however if that is what you want to make, add cdata-section-elements="foo" to your xsl:output then just include the file as text. In xslt2 you can include it using unparsed-text() function, in xslt1 by far the simplest thing to do would be to pre-process the file using sed or perl or some such text editing tool to add a surrounding element and CDATA section so it looks like <x> ... </x> then it is a well formed document and you can include it using document().
