Michael, Thanks again for your insights. I think I have discovered that this is an issue with client-side Axis. Although I see the characters properly in TcpMon, when I dump the SOAPEnvelope returned by the invoke() method, the characters have been replaced by question marks. I am now trying to track this down from the Axis perspective. I think you need to construct a small complete working example to illustrate the problem.
