Word is hiding my underscores!

I'm using a DSSSL program of my own to format XML files written for a DTD of
my own, using Jade's RTF backend to generate output.  Monospace underscores
(_) get cut off by Word 97 unless I use a line spacing factor of 1.5 or more
(i.e., line-spacing: is at least 1.5 times font-size: for the paragraph) or
go in manually and change the paragraph spacing from "Exactly" to "At
least".  Is this a Jade bug, or an unavoidable Word 97 bug, or something
that I can change in my style sheet?
