One reason was that from-children() syntactically looked like a function
call but semantically was not like a function call.

We took a decision not to introduce any new features in XSLT 1.0 after
the April draft. We violated this rule in the July draft in a few cases,
but only so as to fix what we felt were serious problems in the
language.
