You don't need Java support on your web server. Just some kind of server-side technology. And what web server doesn't give you that?
Yes, you are correct that any server side technology can do XSLT transformation (except some, which do not have hooks to XSLT engines).
Yes you are right, nearly all web servers support some kind of dynamic page output.
I was talking from purely theoretical perspective. i.e. a plain HTTP Web Server that offers only HTTP support.
