. is special to regex but " is not so you want
replace(.,'"\.','."')
Then for XSLT you need to get that into an XML attribute, so if you use " for the attribute delimiter you need "' for the " in the attribute, so
<xsl:value-of select="replace((.,'"\.','."')"/>
