PAL 2600s run at a slightly slower clock speed than NTSC 2600s.
Since the audio generation depends on the clock frequency, PAL
TIA sound will always be marginally lower than NTSC TIA sound.
How many frames your game generates per second has no influence
on this.

BTW, this also means that a PAL60/NTSC game will run a little
slower on a PAL VCS than the same game would on a NTSC VCS.
It won't actually be noticeable while playing the game, but
if for example you ran a clock program for a really long time
on both consoles, the PAL VCS would be a couple of seconds
behind the NTSC VCS in the end.
