In support of the redundancy of change bars, I note that formal changes are often difficult to identify visually from a simple bar. A change list (identified by content) is far more acceptable and accurate. The display of this is then no different from any other element. Additionally try 'interpreting' a change bar via a line reader - the task faced by any visually handicapped reader. Don't make access any more difficult than it need be.
