I agree with both of these points. Large chunks can be owned by the author. Small chunks are not worth worrying about and typically people don't. They just contribute them and figure "it's only an afternoon's work." The small chunks could be copyright the foundation and the large chunks could be republished by the foundation with individual authors' permission when they are ready.
