numbered paragraphs in docbook

Strictly speaking this is not question for this mailing list,
but nevertheless . . .

I need to produce in docbook the following structure

. . . .. 
  2. Title of sometnhing

2.1 first para . . . . .
. . . . . . . . .  . .  

2.2 second para .. . . 
. . . . .  . . . .. .. .


and so on (You can easily recognize Russian bureaucratic text :-))

So
1. what element in docbook is appropriate for this?
2. how to customize modular docbook stylesheet to do the work ?
