I don't quite follow that. That record-end should be ignored, unless
KEEPRSRE YES is specified in an XML-style SGML declaration. ISO
8879:1986 7.6.1 Record Boundaries says:
a) The first RE in an element is ignored if no RS, data, or proper
subelement preceded it.
So unless overridden by a WebSGML SGML declaration, the two markup
examples should be identical.
