| I don't quite follow that. That record-end should be ignored, unless
| KEEPRSRE YES is specified in an XML-style SGML declaration. ISO
| 8879:1986 7.6.1 Record Boundaries says:

| a) The first RE in an element is ignored if no RS, data, or proper
| subelement preceded it.

| So unless overridden by a WebSGML SGML declaration, the two markup
| examples should be identical.
