It's my turn to say oops: I took this for granted.
It's a shame it doesn't work for the RTF backend, but it's probably
correct. I'm quite sure that via the TeX backend (and jadetex) it's just a
newline, not a new paragraph. And that might be incorrect since he standard
specifies it should create a sequence of paragraphs. I checked, and we use
make paragraph-break to get a soft return via jadetex ->PDF.
The more I think about it, the more I get confused. 
By the way, do carriage return (\U-000D;) and line-feed (\U-000A;) both
result in a paragraph-break?

The string you want in RTF is "\line", have you tried passing that as a
literal?
