One possible solution (which may have already been implemented
in OpenJade) is to provide the equivalent of (make
formatting-instruction) in the RTF backend. Then you could slam
in whatever necessary RTF magic is needed.

Of course, then there has to be a way of testing whether or not
OpenJade is the current processing environment in a way that
will work in James' last Jade release...
