It does if you use the entity cularr. It is no problem to declare an
entity with a value that refers another general entity whitch is
undeclared, since that reference will only be expanded when the entity
(cularr in this case) is refered in the document instance. If you say e.g.
"&cularr;" in your document, you will get errors about entity U-21B6 not
being defined. (I've verified this.) So, my conclusion is that OpenJade
does *not* accept U-XXXX as character references.
