overriding entity (docbook modular stylesheet)

hi,
I want to overried some entities defined
in dbl1ru.ent. 
First thouhgt is to redefine them in the prologue of
my driver stylesheet like

<!DOCTYPE style-sheet PUBLIC "-//James Clark//DTD DSSSL Style Sheet//EN" [

<!ENTITY dbprint PUBLIC "-//Norman Walsh//DOCUMENT DocBook Print Stylesheet//EN" CDATA DSSSL>
<!ENTITY dbhtml PUBLIC "-//Norman Walsh//DOCUMENT DocBook HTML Stylesheet//EN" CDATA DSSSL>

<!ENTITY Chapter	"xxx"> <!-- don't work-->

but it is not working.

I do not like an idea to have multiple copies of 
dbl1ru.ent, so what is the solution?
