[jats-list] Error in catalog-jats-v1.xml

I've been switching a codebase from NLM Journal Publishing 3.0 to JATS Journal
Publishing 1.0 and believe that there are two errors in the current version of
catalog-jats-v1.xml:

Line 183 A comment about use of xml:base is missing its opening comment
notation (<!--).

Line 467 The url should be "JATS-journalpublishing-oasis-article1.dtd".

Where/how/to whom should I report this for verification and, if verified,
correction?
