It is not an oversight; it is deliberate; but that does not mean it
is not an error.

By design, Publishing and Authoring have a smaller set of
possibilities for almost everything than does Archiving.

If you feel that Publishing should allow such links, please post
a request on the NISO public comment form. WE are gathering requests
for final decisions on JATS 1.1 right now.
