And I agree it is a hard problem!

I was ignorant of the provenance of the NISO-STS
1.0 for NISO-STS 1.0 and just made an assumption I should not have.

And I'm not pushing anyone to make such! I was
using the length of the document for some
metrics. Selfish of me. Just thought I'd use the latest.

NISO-STS.
