To test whether the string-value of the node is (not) an empty string, use
<xsl:if test="string(.)">

To test whether the node has no children, use
<xsl:if test="not(node())"/>

It all depends on your definition of "empty", e.g. which of the following
are empty?

<node/>
<node> </node>
<node><!--comment--></node>
<node><x/></node>
