I think you are looking at it from the wrong direction. If the "cancer-90" include is the only thing that changes, then when you perform the transform you should call the unique "cancer-90" xsl. Each of these unique XSLs would include all the common templates. You can create a wrapper for a site that includes the top, left, right and bottom sections of the page. Then create a unique XSL for each unique page layout.
