Sorry, I am unable to validate this document because on lines 157-158, 208-209, 652 it contained one or more bytes that I cannot interpret as us-ascii (in other words, the bytes found are not valid values in the specified Character Encoding). The question is _why_ does your validator think the file is in ascii? The file you showed had it cleraly claiming to be utf8 (and that is anyway the default for xml).
