Why are you trying to use xslt2?

It is a workung draft. Like all  W3C Working drafts it says:

  This is a draft document and may be updated, replaced or obsoleted by
  other documents at any time. It is inappropriate to cite this document
  as other than work in progress.


You really don't want to use draft specifications in production.
