The input to XSLT has to be XML so clearly Meetings & Docs is not well formed and has to be Meetings & Docs Probably then you are passing that content to some function expecting a URI, but it probably does not know anything about teh URI scheme "C:" only schEmes such as http: file: OR FTP: As a uri C:\kix\Enterprise0311141\Enterprise\AFC\3. Panel Meetings & Docs\file.xml is an unknown schem C and then a rather long filename which happens to have \ characters in it, which is not a path separator for URIs.
