W3C doesn't have any concept of "reference implementations" - WGs have to
show evidence that implementations exist before a spec becomes final, but
the implementations aren't in any way endorsed.

As usual, I'm implementing features in Saxon selectively and incrementally.
Some of the new features from the current draft are in Saxon 9.2, generally
as extensions in the Saxon namespace; others have been implemented and will
appear in the next release, whenever that might be.

However, I think all the evidence is that with XSLT, as with other mature
programming languages, the development time for producing a new version of
the language and the development time for producing implementations of the
new version are measured in years; patience will be needed!
