I know that RSI Content Solutions (rsicms.com) is currently working on a
Word-to-JATS process as at least a demo for one of their clients. This in
the context of RSI's Rsuite CMS content management system but they might
be willing to provide just the conversion services (although the Rsuite
product might be useful--it's intended for Publishers and is used by a
number of journal publishers).
