Student run "hub"

Does any other college or university have experience with a student
running a "hub" program to facilitate a closed peer-to-peer file-sharing
network among residence hall students?  If you suspect that the program
is being used for illegal file-sharing, have you taken any action
against it or the student running it (or other students participating)?
Any thoughts about issues, appropriate actions, etc., in these
circumstances welcome.  Thanks.
