Linda, et al -

I do not believe it was intentional on the part of the book's publisher to
prohibit searching; rather, the PDF was not prepared correctly. It gives the
error message that it can't be OCRed because the document pages contain
renderable text. To fix this problem, save the PDF as a TIFF (individual TIFF
files will be created for each page), then create a new PDF from these files.
You will then be able to perform OCR on the new PDF, creating a file that is
searchable. Perhaps the Berkman folks, if there are any on this list, would
consider replacing the PDF on their site with one that is correctly
formatted.

Copyright for Librarians: the essential handbook can be downloaded from
Harvard's the link in Charles' message below. It is 194 pages and reads
like a textbook. The "Berkman Center for Internet & Society at Harvard
University" and "eifl knowledge without boundaries" are credited on the
title page. The verso says this.
